为进一步优化哈尔滨市涉外管理秩序，提升高校国际学生管理服务水平，4月7日下午，哈尔滨市出入境管理局组织召开全市高校留学生管理经验推广会。哈尔滨市出入境管理局相关领导、全市各高校留学生管理工作负责人参会。哈尔滨工业大学国际教育学院副院长赵文代表学院，在会上作警校协同加强国际学生管理工作经验分享。
To further optimize the foreign-related management in Harbin and improve service capacity for international students, the Exit-Entry Administration Bureau of Harbin Public Security Bureau held a city-wide Experience Promotion Conference on International Student Management in Universities on April 7. Relevant leaders of the Harbin Exit-Entry Administration Bureau and directors in charge of international student affairs from all universities in Harbin attended the meeting. Zhao Wen, Vice Dean of the College of International Education (CIE) at Harbin Institute of Technology (HIT), delivered a speech on behalf of the school, sharing HIT’s experience in strengthening international student governance through police-academia collaboration.
会上，赵文围绕哈工大国际学生规模快速增长、管理压力持续加大的现实背景，系统介绍了学校警校协同、闭环管理的创新实践。面对国际学生人数攀升、住宿分散、涉外风险点增多、管理力量不足等难题，哈工大主动对接哈尔滨市出入境管理局，先行先试构建“校内管理+校外执法”全周期管理体系，通过制度共建、信息共享、培训共促、处置联动，破解管理堵点、守住安全底线。
During the conference, Zhao Wen elaborated on HIT’s innovative practices of police-academia coordination and closed-loop management against the backdrop of rapidly expanding international student enrollment and mounting management challenges. Confronted with difficulties including a growing international student population, scattered off-campus accommodation, rising foreign-related risks, and limited management resources, HIT proactively established close ties with the Harbin Exit-Entry Administration Bureau and pioneered a full-cycle governance system featuring “on-campus safeguard plus off-campus law enforcement”. Through joint institution-building, information sharing, collaborative training, and coordinated emergency response, HIT has effectively resolved management bottlenecks and upheld public security and stability.
各高校负责人就制度修订、签证办理、调解员队伍建设、校外住宿抽查等工作开展了深入交流。
Representatives from different universities conducted in-depth discussions on regulation revision, visa services, mediator team construction, off-campus accommodation inspections, and other practical work.
此次经验推广会，充分展现了哈工大国际教育学院在国际学生管理工作中的先行先试、主动作为。未来，哈工大国际教育学院将持续深化警校协同机制，不断完善管理服务体系，以更高标准、更实举措保障国际学生安全稳定，为学校国际化办学与龙江对外开放贡献更大力量。
This experience promotion conference fully demonstrates the pioneering and proactive role of HIT College of International Education in international student management. Moving forward, CIE will further deepen the police-academia cooperation mechanism, refine its management and service system, and safeguard the safety and stability of international students with higher standards and more concrete measures, so as to contribute more to the university’s international education and the opening-up of Heilongjiang Province.
